JOB SUMMARY:
Under the general supervision of the Director of Health and Mental Health Services, the Director of Mental Health Services is responsible for overall management, strategic planning and budgeting for the Mental Health Services (MHS) division.

ESSENTIAL FUNCTIONS:
1) Program Management (30%)
a. Oversee planning and development for all new and existing mental health programs;
b. Monitor and evaluate existing mental health programs for effectiveness; provide reports as requested;
c. Develop and maintain relationships with other providers, community based organizations and elected officials to maintain support network with respect to professional development, funding and policy issues;
d. Coordinate MHS efforts with other Center departments as appropriate;
e. Participate in all regular meetings as required, including HMHS Managers, Policies & Procedures Committee, and Center Management Group.
f. Recruit, hire train and evaluate all MHS staff in compliance with Center policies;
g. Other duties as assigned;
2) Fiscal Management (20%)
a. Develop and monitor MHS budget;
b. Ensure that all budgeted revenue and expense targets are met;
c. Work closely with Grant Manager � HMHS to ensure full capture of grant funds through the appropriate allocation of expenses, submission of timely budget modifications, monitoring of variance reports and resolution of issues with Finance;
d. Ensure the timely submission of all Purchase Orders for MHS expenditures;
3) Grant Management (20%)
a. Serve as the primary program contact for funding agencies;
b. Ensure compliance with all grant and funding agency requirements;
c. Ensure compliance with all Center policies and regulatory requirements;
d. Coordinate site visits with funding agencies in conjunction with the Grant Manager � HMHS and Senior Grants Manager, prepare all appropriate responses to site visits including Plans of Corrective Action (POCA);
e. Actively pursue funding support for program expansion and maintenance as appropriate;
f. Develop and maintain relationships with major funding sources, government agencies, private donors, foundations, etc. to ensure ongoing financial support;
4) Quality Management (10%)
a. Develop and implement quality management monitors with input of Program Manager, Quality Improvement, and report results to Quality Improvement Committee;
b. Participate in Quality Improvement Committee meetings;
c. Implement focused efforts to address areas of concern as part of regular quality improvement activities;
d. Monitor client complaints and respond as appropriate;
5) Clinical/Training (20%)
a. Conduct individual and group clinical supervision for MHS staff and interns;
b. Participate in clinical orientation and in-service training of interns;
c. Provide training to other community organizations, health care providers, and schools re: LGBT clinical issues;

JOB QUALIFICATIONS:
1) Licensed M.A,. M.S.W., Psy.D. or Ph.D. in mental health field
2) A minimum of 5 years program or project management, especially in the areas of mental health services programming, a bachelor or masters degree in related fields may be used in conjunction or in place of experience;
3) A minimum of 5 years experience in writing and managing grant funds;
4) A minimum of 5 years supervisorial experience;
5) Demonstrated leadership ability to increase strategic collaboration and results oriented teamwork in the work place;
6) Excellent verbal and written communication skills, including strong organizational, detail and interpersonal skills;
7) Demonstrated ability to work effectively with men and women of diverse races, ethnicities, ages, and sexual orientations in a multi-cultural environment;
