Under the direction and supervision of the Executive Director, the Economic Development Program Specialist will be responsible for implementing and monitoring VSEDC's economic development projects and neighborhood revitalization programs, and microenterprise program at VSEDC¡¦s Business Enterprise Center. This staff position reports to the Executive Director and has multiple functions and responsibilities, with opportunity for leadership, team building and creative project/program development. The range of development activities may include the following:
1) Assist the Executive Director in identifying project opportunities;
2) Provide assistance in securing financing from lenders;
3) Coordinate project development teams;
4) Develop property management plans and oversee the lease-up of projects;
5) Build community support for projects;
6) Prepare accurate reports, proposals, and other documents required;
7) Respond to RFPs (requests for proposal);
8) Monitor programs at the Business Enterprise Center;
9) Maintain satisfactory level of tenant occupancy at the business incubator;
10) Ensure program compliance;
11) Manage subordinate staff at the Business Enterprise Center; and,
12) Other duties as assigned by the Executive Director.
SKILLS AND QUALIFICATIONS:
„X Excellent time management skills;
„X Excellent communications skills, written and verbal;
„X Computer competency in Office package, and experience with spreadsheets (knowledge of QuickBooks a plus);
„X Strong organizational skills, and strong attention to details;
„X Strong analytical skills and ability to analyze financial pro formas;
„X Strong program planning and project coordination abilities;
„X Knowledge of community economic development and business finance;
„X Ability to effectively coordinate professional development teams;
„X Ability to successfully assemble and complete financial applications;
„X Familiarity with public and private financing resources for community development;
EDUCATION AND EXPERIENCE REQUIREMENTS:
Graduate degree preferred (MBA, Masters in Planning, Public Administration or related field), or BA/BS and equivalent work experience. Three to four years relevant experience in project development, coordination and management with community-based or private organizations preferred. Experience or desire to work with small businesses and micro-entrepreneurs. Two plus years experience in proposal/grant writing.
