The Property Manager position requires minimum of three (3) years experience in property management, with at least one (2) year experience managing tax credit (TCAC) properties.
The Property Manager II is responsible for providing quality services to residents, supervision and/or oversight of other on-site staff and vendors, and efficient operation of the property, physically, economically and socially, and assuring compliance with all regulatory requirements for affordable housing programs.
Brief list of essential duties performed.
Office Management
1. Maintain the office and office systems in an orderly, professional manner ensuring that there is an efficient record keeping system.
2. Maintain tenant files in an orderly manner, appropriately filed and properly secured at all times.
3. Maintain Daily Property Inspection Forms maintained in chronological order (older to recent) and ensure that the binder is clearly labeled.
4. Maintain Resident service/repair requests in an orderly manner in accordance with company policies and procedures.
5. Correctly and completely complete Purchase Order requests, clearly showing a purchase order number with company approval.
6. Maintain, and complete Property Incident Reports in accordance with company policies and procedures.
7. Answer telephones in a professional, respectful, and courteous manner at all times.
Financial Property Management/Rent Collection/Recertification
1. Monitor resident account receivable ledgers and understand property management accounting issues.
2. Monitor and manage property operating expenses to ensure that expenses occur according to requirements of the owner/investors and are within acceptable budgetary limits.
3. Collect and receipt all rent collections and deposit, in accordance with approved company accounting procedures. Forward deposit information to the main office, as required.
4. Obtains and maintains all appropriate rental application documentation for approval by corporate office.
5. Perform initial application review and forward all necessary documents to the Property Supervisor and/or Compliance Manager, as instructed, for final approval.
6. Execute and monitor Lease Closings, Move-ins, and Move-outs. Advise resident/prospective resident of lease terms and house rules.
7. Prepare and serve legal notices to residents upon approval by the Property Supervisor. Appear in court as necessary.
8. Complete annual re-certifications in compliance with regulatory requirements and according to the schedule for the property.
9. Effectively markets property to ensure budget compliance a positive community image of the property.
10. Maintain and update property waiting lists in accordance with company policies and procedures.
11. Monitor and inspect all vacant units in accordance with company’s policies and procedures.
12. Schedule and oversee preparation of vacant units to ensure they are leased in a timely manner. Show and market vacant units to prospective residents according to the policies of the Fair Housing Act of 1988.
13. Maintain and reconcile petty cash. Account for all receipts and submits required requests for reimbursement to Accounting.
1. Three (3) years property management experience managing properties with more than 60 units, including two (2) year of experience managing TCAC properties, including, but not limited to, knowledge of and demonstrated experience with rent restrictions, income restrictions and the annual certification process. Completion of a certified Registered Apartment Manager training program may be substituted for six (6) months of property management experience
