Asian Community Mental Health Services (ACMHS) provides and advocates multicultural, multilingual services that empower the most vulnerable members of our community to lead healthy, productive and contributing lives.

For 33 years Asian Community Mental Health Services has enhanced the quality of care and improved access for Oakland's underserved Asians and Pacific Islanders (API). Its clients include immigrant and refugee families in need of mental health, substance abuse, and developmental disabilities services. With fluency in 13 languages, its staff of nearly 100 includes multicultural, multilingual, multidisciplinary paraprofessionals, marriage and family therapists, licensed clinical social workers, clinical psychologists, and psychiatrists. ACMHS promotes concepts key to wellness for individuals who have mental illness: hope, personal empowerment, respect, social connections, self-responsibility, and self-determination. Its practices reflect the cultural, ethnic and language diversity of Asian communities and their histories. ACMHS has a budget close to $7,000,000. It is financially stable with reserves.

ACMHS has an excellent track record of serving the API community. Since its inception it has experienced steady growth, expanding its services to meet increasing need. In order to support the agency’s effectiveness, the Board has budgeted for the creation of a new position at the senior level. The incoming Executive Director will be asked to assess the management needs of the agency.

POSITION OVERVIEW
<br>
The Executive Director is responsible for overall management of the agency consisting of diverse programming and services including complex funding sources.

·	Leadership: S/he provides overall policy and program direction, leadership and management of the organization within the policies established by the Board of Directors.

JOB TITLE: Executive Director

RESPONSIBILITIES:
<br>
Leadership:  Ensure that ACMHS’ mission and vision are clearly defined and communicated both internally and externally.  Ensure that the available resources are most effectively used to meet the needs of the organization and its consumers. Provide strategic and operational leadership for planning. Provide leadership in behavioral health, developmental disabilities, and other related areas for the broader API community.

Planning:  Provide leadership, vision, oversight and direction for the achievement of ACMHS’ mission through strategic organizational planning. Oversee operational planning to ensure the successful implementation of the strategic plan.
<br>

<br>
Board Relations:  Work closely with and take direction and guidance from the Board of Directors. Provide support, education, and leadership to assist them in their roles and responsibilities. Report regularly to the Board, ensuring that they have all necessary information to meet their governance responsibilities.
<br>

<br>
Resource Development:  Provide leadership and oversee all development efforts that enhance the immediate and long-term financial viability of ACMHS, including work with the Board of Directors to develop, direct, and implement a resource development plan to meet the long term financial needs and objectives of ACMHS.
<br>

<br>
Program Development:  Work with staff, Board of Directors, and the community to continue to create an innovative and balanced spectrum of services and programs that serve the needs of the East Bay API community.  
<br>

<br>
Financial and Legal Oversight: Ensure that the Board has all the information it needs to make informed decisions.  Ensure compliance with all regulatory and accreditation bodies and all legal and contractual obligations.
<br>
 
<br>
Marketing / Public Relations / Community Relations: Develop and oversee marketing/public relations programs and activities. Build community awareness, confidence, and trust in the organization and its objectives on a local and national basis. Serve as chief spokesperson representing the organization in the community and with the media.    
<br>

<br>
Liaison / Outreach:  Act as the primary liaison with community groups, collaboratives and advisory boards, building relationships, conveying ACMHS’ agenda and negotiating on its behalf. Maintain positive relations with government officials, community organizations, and businesses that can advance ACMHS’ mission and vision.
<br>

<br>
Personnel:  Provide overall vision for workplace environment and arbitrate issues that arise among staff, supervisors and the management team. Ensure that personnel management is in accord with regulatory requirements and written policy.
<br>

<br>
QUALIFICATIONS:
<br>
	Demonstrated success carrying out responsibilities as described above.
<br>
	Bachelor’s degree required; graduate degree preferred.
<br>
	Seven years senior management experience in a private, not-for-profit community based agency or public agency.  Knowledge and experience in behavioral health care and/or developmental disabilities services is highly desired. 
<br>
	Cultural sensitivity in working with internal and external constituencies including consumers, staff, volunteers, community organizations, etc. is a key attribute. 
<br>
	Experience in managing an organization of 50 or more staff. Previous responsibility for managing an operating budget of $4 million or greater.

Job Summary
<br>
We are seeking an experienced, licensed clinical supervisor who would be responsible for overseeing clinical services and interns, managing program staff, and directing client-based service programs at an organization serving Gay, Lesbian, Bisexual, Transgender, and Questioning clientele in Long Beach.  Administration and management of this program requires the development of policies and procedures for the maintenance of ethical, legal, and professional services.  Supervisor will direct the activities of employees assigned to the program(s) through the establishment of objectives, policies, practices and standards specific to the program(s).  Duties include the provision of clinical supervision and training to MFT or MSW interns, according to BBS standards and best practices.  Duties may include acting as a resource for the therapeutic community as well as for the public at large and would involve initiating and maintaining counseling programs based on agency and community needs.

Primary Duties and Responsibilities
<br>
•	Supervises, recruits and trains 5 interns who will work onsite providing crisis intervention as well as individual, group, and family counseling to clients, including weekly individual and group supervision.
<br>
•	Provides supervision, support, and coaching for clinical and program staff and interns, ensuring that training needs are fulfilled
<br>
•	Coordinates scheduling of clients and interns: screens referrals to the program and assigns interns where appropriate
<br>
•	Reviews intakes, process notes and case files; maintain and review counselor documentation with regards to time sheets, client contracts, and client demographics
<br>
•	Oversees the preparation and maintenance of forms used for client and contractual agreements, outreach fliers, and other materials as necessary
<br>
•	Acts as co-therapist when necessary; be available for individual or group crisis work
<br>
•	Coordinates the collection of fees with appropriate checks and balances
<br>
•	Evaluates the effectiveness of programs in meeting objectives by reviewing data and surveys and reports findings as required 
<br>
•	Ensures program compliance with all HIPPA regulations
<br>
•	Preparing program budget and monitoring program expenditures against the budget; making necessary budget revisions, approved expenditures and providing interpretive information to Executive Director

•	Monitors program operations; reviews records for accuracy and completeness of documentation

•	Acts as a resource to the therapeutic community and the public at large

•	Prepares annual program plans

•	Prepares monthly board reports

•	Represents Programs internally (to other staff, Board of Directors) and externally (to parents, community, donors, and graduate schools)

Qualifications and Experience
<br>
•	Licensed professional in the mental health field, (Ph.D, PsyD, LMFT, LCSW, or Licensed MFCC) with 2 years post licensure experience and having completed clinical supervision training
<br>
•	Candidate must have a passion to improve the lives of the gay, lesbian, bisexual, transgender, and questioning individuals and families in southern Los Angeles County
<br>
•	Experience working with adolescents and families, clinical supervisory experience, and familiarity with the needs and issues presented by the HIV impacted and LGBTQ communities required

•	Ability to effectively motivate, lead, and manage staff and volunteer groups to achieve goals

•	Ability to carry out continuing assignments requiring the organization of materials, preparation or reports, and the making of decisions

Californians for Justice (CFJ) is a statewide grassroots organization working for racial justice by building the power of communities that have been pushed to the margins of the political process. Since 1995 we have organized youth, immigrants, low-income people and communities of color in order to improve their social, economic and political conditions. <br>

CFJ is a unique and exciting organization. We are the only grassroots organization in California that is organizing youth to have a voice in both local and statewide education policy. We help lead the Campaign for Quality Education (CQE), a statewide alliance of organizations working for racial justice in California’s K-14 public education system. The CQE is currently focused on the “100% Prepared” Plan, a 3-year campaign to influence the state of California to invest in and adequately fund a quality education that provides academically rich and relevant curriculum and quality instruction for all K-12 students that can lead to higher education and well-paid and meaningful work. Our local offices have won several key changes in their school districts, from cleaner bathrooms and more fair discipline policies to more academic counselors and college preparatory classes.<br>

CFJ is also known for our work educating and mobilizing thousands of volunteers and voters in low income communities of color across the state to fight for racial justice at the ballot box. From affirmative action to bilingual education to the “racial privacy initiative,” CFJ has been on the cutting edge of electoral organizing for the past twelve years. Building on this history, we are currently focusing on expanding our membership base through youth and young adult organizing and electoral campaigns that build support for improving California public schools.<br>

MAIN RESPONSIBILITIES AND DUTIES: COORDINATING STATE POLICY AND RESEARCH ACTIVITY<br>

·       Under the direction of the Statewide Alliance Director, coordinate policy and research activities of the Campaign for Quality Education (CQE).  Lead statewide policy research and development to address key campaign issues.<br>

·       Work with state campaign team, allies, and legislative sponsors to develop and implement state policy and legislation to advance the goals of the CQE.<br>
<br>
·       Plan and coordinate statewide actions and events, including delegation meetings with key legislators, policymakers, and stakeholders.<br>

·       Provide support for committees of the CQE, including preparing for and facilitating meetings, transcribing & maintaining records of meetings, etc.<br>

Its practices reflect the cultural, ethnic and language diversity of Asian communities and their histories. ACMHS has a budget close to $7,000,000. It is financially stable with reserves.

	Demonstrated success carrying out responsibilities as described above.

	Bachelor’s degree required; graduate degree preferred.
<br>
	Seven years senior management experience in a private, not-for-profit community based agency or public agency.  Knowledge and experience in behavioral health care and/or developmental disabilities services is highly desired. 
<br>
	Cultural sensitivity in working with internal and external constituencies including consumers, staff, volunteers, community organizations, etc. is a key attribute. 
<br>
	Experience in managing an organization of 50 or more staff. Previous responsibility for managing an operating budget of $4 million or greater.
