The Assistant Resident Manager/Groundskeeper will be responsible for the overall curb appeal and common area cleanliness at Washington Courts (Los Angeles), Tabor Courts (Venice), and Navy Blue Apartments (Venice). In addition, this person will be responsible for rent collections, and assisting with annual re-certifications, move-ins, move-outs, and oversight of vendor performance at Navy Blue Apartments.  All three of these properties are section 42 LIHTC.  This position is part time requiring 20 hours per week. The Assistant Resident Manager/Groundskeeper reports to the Property Supervisor.  <br>
<br>
ESSENTIAL FUNCTIONS<br>
<br>
- Daily grounds inspections to maintain curb appeal and resident safety at all three properties.<br>
- Maintaining cleanliness of all common areas, stairways, elevators, laundry rooms, common area bathrooms, storage rooms, community rooms and hallways at all three properties.<br>
- Report all issues concerning resident health and safety, maintenance or other areas of concern to Property Supervisor on a daily basis.<br>
<br>
Duties at Navy Blue Apartments:<br>
- Rent collection including follow-up with tenants’ payment plans, sending three-day notices to pay or quit. <br>
- Represent company and interact with tenants with the intent of solving problems and enforcing house rules and lease and parking agreements.  Communicate outstanding issues to Property Supervisor.<br>
- Assist with annual re-certifications including inspecting units after re-certifications and scheduling repairs.<br>
- Fulfillment of monthly reporting to Property Supervisor and Director of Housing<br>
- Assist with move-ins/move-outs and other lease maintenance responsibilities as required<br>
- Other duties as required.<br>
<br>
QUALIFICATIONS<br>
<br>
Required:<br>
•	Minimum of one year experience in on-site property management in affordable housing with tax credit properties, HUD subsidized housing or State funded housing.  <br>
•	Ability to recognize odors that could indicate smoke or fire, and ability to see and hear within normal environment of an office or common area required. <br>
•	Must be computer literate with working knowledge in email, internet, word processing, spreadsheets, and database software.<br>
•	Posses a valid California Driver’s License, vehicle, vehicle insurance and an acceptable driving record.<br>
•	High school diploma or GED required.<br>
<br>

•	Bilingual Spanish-English preferred.<br>
•	Ability to work independently; have problem solving skills and excellent people skills.<br>
•	Organized and have the ability to juggle multiple projects.<br>

Our appraisers are employees and are entitled to health, dental and 401K eligibility. Compensation is on a fee split basis. We only hire staff appraisers and do not contract work out. Office Management<br>

5.	Correctly and completely complete Purchase Order requests, clearly showing a purchase order number with company approval.<br>

6.	Maintain, and complete Property Incident Reports in accordance with company policies and procedures.<br>

7.	Answer telephones in a professional, respectful, and courteous manner at all times.<br>

Financial  Property Management/Rent Collection/Recertification<br>
<br>
1.	Monitor resident account receivable ledgers and understand property management accounting issues.<br>
<br>
2.	Monitor and manage property operating expenses to ensure that expenses occur according to requirements of the owner/investors and are within acceptable budgetary limits.<br>
<br>
3.	Collect and receipt all rent collections and deposit, in accordance with approved company accounting procedures.  Forward deposit information to the main office, as required. <br>
<br>
4.	Obtains and maintains all appropriate rental application documentation for approval by corporate office.<br>
<br>
5.	Perform initial application review and forward all necessary documents to the Property Supervisor and/or Compliance Manager, as instructed, for final approval.<br>
<br>
6.	Execute and monitor Lease Closings, Move-ins, and Move-outs.  Advise resident/prospective resident of lease terms and house rules.<br>
<br>
7.	Prepare and serve legal notices to residents upon approval by the Property Supervisor.  Appear in court as necessary.<br>
<br>
8.	Complete annual re-certifications in compliance with regulatory requirements and according to the schedule for the property.<br>
<br>
9.	Effectively markets property to ensure budget compliance a positive community image of the property.<br>
<br>
10.	Maintain and update property waiting lists in accordance with company policies and procedures.<br>
<br>
11.	Monitor and inspect all vacant units in accordance with company’s policies and procedures.<br>
<br>
12.	Schedule and oversee preparation of vacant units to ensure they are leased in a timely manner.  Show and market vacant units to prospective residents according to the policies of the Fair Housing Act of 1988.<br>
<br>
13.	Maintain and reconcile petty cash.  Account for all receipts and submits required requests for reimbursement to Accounting.  <br>
<br>
<br>
1.	Three (3) years property management experience managing properties with more than 60 units, including two (2) year of experience managing TCAC properties, including, but not limited to, knowledge of and demonstrated experience with rent restrictions, income restrictions and the annual certification process.  Completion of a certified Registered Apartment Manager training program may be substituted for six (6) months of property management experience<br>

- Negotiating with banks for modifications on Client loans

- Managing and facilitating the resolution of complex consumer loans that may be performing or distressed

- Approving transactions within the delegations of authority 
<br>

- Making recommendations to management and investors for approval or denial of loan resolution strategy

- Analyzing the extent of the potential loss, identify the problems and provide meaningful input into the plan for resolution

- Dealing effectively with environmental risks, code violations, limited partnerships/trusts and natural disasters 
<br>

Job requirements and qualifications:

- Knowledge of multiple loan products (Alt-A, Sub Prime, etc.) and servicing related functions 
<br>

<br>
- Experience with workout options such as: modifications, deed-in-lieu, short sales, repayment plans, and repurchase provisions 
<br>

<br>
- Intermediate PC skills required in a windows environment, word processing, spreadsheets, and E-mail software 
<br>

<br>
- Thorough knowledge of federal and state laws and compliance requirements related to loan servicing 
<br>

<br>
- Familiarity of Pooling and Servicing Agreements 
<br>

<br>

<br>
A Successful Candidate Will Have: 
<br>

-High school diploma and/or equivalent 
<br>

<br>
-1+ years related experience 
<br>

-Must be detail oriented, self-motivated, and have ability to organize assigned work
