Our client in the Burbank area is looking for a dynamic Regional Benefits Manager to manage the administration of health and welfare benefit plans and the Leave of Absence program for 9500 employees in California. The Manager will lead, direct and supervise the work of the benefits staff and the day to day operations of the benefits department. Will develop and design communications around various elements of the benefits programs.

Key Responsiblities:
- Manage benefit administration processes and procedures by analyzing process flows, evaluating overall benefit department performance, develop management reports and address any variances to legal requirements with an action plan.
-Develop a well trained high performance benefit administration team by selecting, training and coaching staff.
-Provide strategic leadership, manage relationships with benefit plan consultants and vendors.
-Provide direct support to departmental budget and planning processes by monitoring costs and claims.
-Manage high-level project planning components relating to benefit program development, revision, re-design, including annual renewals and Open Enrollment planning.

Required:
-Bachelor's degree in Business Administration, Human Resources or related field
7-10 years progressively responsible experience in design, implementation and administration of benefits programs including self-funded plans.
-Must have 5+ years experience directing and managing benefit department staff.
-High level of proficiency in Windows, Excel, MS Word, PowerPoint. Lawson Systems and Crystal Report Writing preferred.
-Experience in a union environment
-CEBS certification preferred
