Walden House Female Offender Treatment and Employment Program (FOTEP), El Monte

Funded by the California Department of Corrections and Rehabilitation, the FOTEP program in El Monte opened in September of 1999. This program serves women from Los Angeles county who are paroling from state prisons, have substance abuse and trauma issues and may be interested in reunifying with their children. The program has the capacity to serve 62 women and 30 children, ages 0-14.

El Monte provides a modified Therapeutic Community Substance Abuse Treatment Program. The focus of the program is on issues specific to needs of female offenders; trauma, relationships, communication, parenting, relapse prevention, development of pro-social behavior, the exploration of issues which drive substance abuse and criminal behavior and educational and vocational preparation. Women with mental health issues receive therapy on site and referrals for medication evaluation at the local Parole Outpatient Clinic.

The Parenting Center at El Monte is a spacious and child friendly environment with a beautiful outdoor playground. The Center provides a variety of services to children and families. Women participate in a didactic parenting course and simultaneously work shifts in the child care center with staff who teach them how to implement the skills they have learned in the classroom. Children with behavioral problems receive individual treatment and family therapy.

Finally, both education and vocational preparation are provided. Women with literacy issues and those who do not have GEDs attend school. Job readiness skills, vocational training programs and job placement services are provided. Additionally, case management is available to help clients locate both permanent and transitional housing. The goal of this program is to improve individual and family functioning and help women to successfully re-integrate back into their communities.

JOB SUMMARY

The Parenting Skills Counselor is responsible for facilitating the Nurturing Parenting Programs. This position will facilitate Parents and their Infants Toddlers and Pre-schoolers; Parents and their School Age Children, Families Affected by Substance Abuse, Mental Illness and Trauma, and Families of Adolescents (when necessary). The Parenting Skills Counselor will provide parent coaching related to practicing parenting skills and will provide consultation to parents regarding how to handle a variety of child behaviors. Finally, the Parenting Skills Counselor will conduct developmental assessments on children and provide case management and referrals when necessary. This position requires a BA in Early Childhood Development, Psychology, Counseling, and 2 years experience in the field or 5 years experience working in Child Development setting. Knowledge of issues and limitations of Severely Emotionally Disturbed and dually diagnosed children is preferred.

ESSENTIAL FUNCTIONS

Community Responsibilities: Helps coordinate and participates in recreational activities with the clients. Meets with women and children as needed for various court, CPS, daycare issues etc. Assess children prior to entry of program for appropriateness. On a rotating basis, checks the security of the building and accounts for the whereabouts of all children. Assist mothers in taking children to appointments and community activities. Refers children for counseling as needed. Assists mothers in effective parenting by consistent limit setting and behavior modification techniques. (Quiet times, time out, privilege restriction).Provides mental health assessment and works with primary counselors to develop a comprehensive treatment plan. Monitors clients’ progress and updates treatment plans. Assesses need for collateral services within Walden House or the community and makes appropriate referrals.

Supervisory Responsibilities: Supervises staff, including counselors. Provides direction to staff. Participates in all aspects of management, including but not limited to, hiring, training, motivation, evaluation, and termination.

Administration and Compliance: In accordance with Walden House to satisfy internal and external administrative demands, and those of evaluating agencies. Maintains accurate records of all clients and gathers data for monthly reports. Ensures action on items in logs daily. Files incident reports as required.

Role Model: Acts as a role model by following norms, demonstrating honesty and willingness to listen to children’s issues, and taking responsibility for his/her own actions. Models appropriate problem-solving techniques for staff and clients.


EDUCATION KNOWLEDGE AND SKILLS REQUIRED

· BA or related work experience in Early Childhood Development, Psychology, Counseling, or Sociology or 5 years related experience.
· Drug and Alcohol or related certification, from ADP and CDC recognized agency or ability to register for certification within six months and become certified within five years.
· Knowledge of the stages of HIV, risk reduction techniques, and how HIV is transmitted.
