Reporting from Sacramento - The state Legislature is quietly seeking to block a steep cut in lawmakers' salary and perks.

Executives of the Assembly and Senate have asked the state attorney general to determine whether the scheduled 18% pay reduction and additional 18% cuts to living expenses and car allowances are illegal. The lowered benefits are due to kick in next month, while base pay is set to be slashed from $116,000 to $95,000, starting with lawmakers elected next year.

Senate Secretary Greg Schmidt, who co-signed the letter requesting the legal opinion, said the Legislature's top attorney has said the citizens commission that ordered the reductions lacked the power to cut the per diem and car allowances.

"We want to make sure they are legal actions," Schmidt said. "If the compensation commission thinks the action is OK and the legislative counsel says it's not, we need to go to a third party."

Charles Murray, the Los Angeles businessman who is chairman of the Citizens Compensation Commission, said the panel has a legal opinion from an attorney at UC Hastings College of Law that says the panel acted within its authority.

Murray also cited a narrow legal opinion by the attorney general's office in June that indicated that the panel could not cut pay for sitting legislators but that it appears to have the power to do so for those elected in the future. Murray said the challenge by the Legislature could "backfire" for elected officials at a time when most state employees are being forced to take three unpaid furlough days each month and many taxpayers are suffering.

"I don't think this is the right time to oppose the action of the Citizens Compensation Commission," Murray said.

The challenge was approved by the office of Assembly Speaker Karen Bass (D-Los Angeles). A spokeswoman said that a separate state board sets per diem payments.

"We respect the Citizens Compensation Commission, but they have to follow the Constitution," said spokeswoman Shannon Murphy. "Getting legal clarity about what they can truly do under the Constitution is absolutely appropriate, especially when their actions directly conflict with those of the state board that oversees issues involving per diem."

A representative of Senate President Pro Tem Darrell Steinberg (D-Sacramento) said the leader did not approve the challenge before it was filed by Schmidt and Jon Waldie, the chief administrative officer of the Assembly. "It's something they did on their own," said Nathan Barankin, a spokesman for Steinberg. Schmidt reports to Steinberg and Waldie to Bass.

Barankin said Steinberg was not available for comment but will abide by whatever the attorney general finds.

The letter from Schmidt and Waldie asks Atty. Gen. Jerry Brown to rule on whether the commission acted legally when it voted May 20 to impose the cuts. Its members, the letter said, "apparently lacked the authority to make a salary adjustment at that time based on the condition of the state budget." Murray countered that state officials had announced a budget shortfall before the commission took action.

The pair also complained in their letter that a resolution the commission adopted regarding expenses focused on legislators to the exclusion of other elected state officials.

"The fact that the resolution has been tailored in this fashion to single out the Legislature suggests an abuse of discretion on the part of the commission," the two executives wrote.

In its final action, however, the panel did cut expenses for other elected officials.

The letter also contends that "travel and living expenses for members of the Legislature are not addressed" in the section of the state Constitution that gives the commission its responsibilities.

To bolster their argument, they sent a legal opinion from Legislative Counsel Diane F. Boyer Vine that says "the determination of per diem reimbursements for members of the Legislature is not a benefit within the jurisdiction of the commission."

In addition to supporting the Jimmy and Rosalynn Carter Work Project, HFH GLA has worked to make simple, decent housing possible by raising over $900,000 USD to support international work and over $1,000,000 USD for other US affiliates, most notably in support of rebuilding in the Gulf after Hurricane Katrina. In addition to raising funds, HFH GLA has built and renovated over 600 homes locally and worldwide. In 2007, HFH GLA hosted the 24th Annual JCWP, the first to seek LEED certification on all of the homes constructed, and has since continued its commitment to sustainable building, including a new ten home neighborhood underway in the City of Lynwood.

The Carters are Habitat’s most famous volunteers. Each year since 1984, the Carters have given one week of their time to build homes and raise awareness about the need for simple, decent and affordable housing. This class focuses on the Fosse technique and the repertoire of Fosse's work in film, TV and stage. The class is geared towards beginner/intermediate level students who have some proficiency in basic jazz technique. The main goal of the class is to explore Fosse's vocabulary of movement, in addition to vocalizing, singing and acting through the movement. After a thorough warm-up, we will spend most of the class working on the nuances of intricate and detailed Fosse combinations.

This intermediate/advanced Fosse style jazz class continues to focus in further detail on the Fosse technique. The class is geared towards intermediate/advanced level students who are fairly proficient in basic jazz technique. The class will continue to explore Fosse's vocabulary of movement, in addition to vocalizing, singing and acting through the movement at a more advanced level. After a thorough warm-up, we will work on refining the nuances of more intricate and complicated Fosse combinations.

• Classic Modern — Beg/Int •

This class will introduce students to the basics of modern dance, including techniques from Graham, Horton, and Limon. The center warm-up will be a starting point for the development of these ideas using contractions, swinging, balancing, stretching, and yoga. Basic progressions across the floor will also incorporate these principles as well as encourage more freedom of movement. The center combinations are generally modern, contemporary, and lyrical and will involve articulation of the spine, footwork, lines, and basic jumping.

Intermediate/advanced contemporary modern dance continues in the development of creative movement as a form of expression. The class will focus on increasing bodily strength, flexibility, coordination, balance, and rhythm in a more challenging way. Progressionsacross the floor start basic, then get more intricate and involved. Freedom of movement and personal style will be encouraged. The center combinations incorporate modern, contemporary, and lyrical styles and utilize isolations, articulation of the spine, footwork, lines and more detailed jumping.

This class will introduce students to the basics of ballet vocabulary and movement, and is designed for the adult student who has no formal ballet training or who has studied ballet in the past and wishes to resume training. Emphasis will be on correct placement, body alignment, toning and stretching. Each class begins with exercises at the bar which are designed to strengthen the muscles of the feet, legs and back, to increase flexibility, to attain balance and control, and instill the basics of ballet technique. In the center, movements of the head, arms and shoulders are added and the entire body is used bring life to even the simplest ballet exercise.

The intermediate/advanced classical ballet class will advance the basic knowledge achieved in the beginning/intermediate level class, increasing the difficulty of the bar work and center exercises, while continuing to emphasize strength and placement. Earlier in the week "'Til Death" star Joely Fisher opened her home for a party to support IFAW. Ms Fisher said "when the International Fund for Animal Welfare asked, we had to say yes!" and their Sherman Oaks home, became the focus for raising awareness for whale conservation. Attendees included "Twilight" star Sarah Clarke, Amber Valletta, Miss USA 2008 Crystal Stewart, Sasha Alexander, Perrey Reeves of "Entourage" fame, "Rules of Engagement" star Megyan Price, Marisa Coughlin, Bas Rutten, and Vanessa Lengies. Kristin Bauer was also on hand for this event with her husband South African musician Abri van Straten of The Lemmings fame. The evening ended with all guests receiving a swag filled with products from caring companies like LUSH, Hint Water, Cabana Cachaca, and Whale Tails Chips.
