Rack is new in box and perfectly functional, but missing lock mechanism on crossbar. This can be easily remedied in about 5 minutes by drilling a small hole and inserting a pad or other lock to make it easier to lock and even more secure than the original design. Brand new, unused still in box. Thanks.
