Coverage designed by the publisher to be "Non-partisan, non-sectional, [and] non-sectarian." Each volume begins with an "Outline Narrative," constructed by an editor, which is then followed by articles from voices on both sides of issues and conflicts, with the express purpose of allowing readers to reach their own conclusions. Volume I, for example, has 47 pages of front matter, with 30 by Horne, addressing the causes of the war. The balance of the volume is composed of 418 pages of articles.
