Email List Hosting for Bulk Emails Needed (Los Angeles)

I need an email list hosting service set up and hosted, to send bulk email newsletters out. I need to host 10 email lists, of 50K or so clients each. I have used Mailman 2.0 software in the past and would prefer to continue using that, but I understand I may need to learn a new software at this point, maybe Mailman 3.0. I need to be able to formulate HTML emails to go out to my lists, that I send out from my desktop Outlook client. (It doesn't matter where in the US you live.)
