These Fiats were allowed to sit without connecting them to charge power and the batteries fell below the minimum voltage that the on board charger requires to start charging. The batteries may need to be replaced or it may be possible to remove the battery pack and charge battery cells individually up above minimum voltage so the on board charger can take over and begin charging.
The battery pack may needs to be removed to be repaired or replaced or you can research newly available software that can force the batteries to begin charging in order to get running without battery pack removal.

All other systems in the car are functional and the cars are clean inside and out with low miles.
