This is a solution I came up with which worked for me. I'm selling 8 custom sized metal covers which will cover the holes with minimal protrusion and just a hair larger than the hole for a flush look if the plates were attached using standard self tap screws most dealers use like GM. They can be installed using Hot glue/epoxy/ or any adhesive of your choice. This is a much cheaper option than having the bumper replaced or painted or repaired by body shop or dealer. Mine wanted $800 to replace the part alone.

Does not come painted, you can color match these to your own vehicle like I did and you will have spares as backup. Rattle can paint works just fine to adhere to metal surface. These are metal not cheap plastic.
