My First Balance Bike. For indoor use. Recommended for ages 1-3. Yes, the wheels actually do rotate and is made to be ridden. The wheels are wide so it's easy to stay balanced. It provides the child with the idea of balancing for the next step. This balance bike was kept inside and have never been out on the pavement therefore it's nice and clean.
